Greetings from Oromia Police College

Oromia Police College is flourishing a head as higher academic institution to offer various trainings. It was founded as higher academic institution by regulation no. 129/2002 at Adama. Previously, it was uncommon to see many PhD scholars’ staff and very limited numbers of academic courses were offered by the college with hundred students. MA program students enrollment was not exist. Teaching materials for practical work like forensic materials and Administrative offices facilities were also not fulfilled. But nowadays, this College has made spectacular achievements with in short span of 14 years. The College has been reaching numerous mile stones in the past couple of years in line with academic and other related activities: there are many PhD scholars from OPC staff with in national and abroad universities.

Background of Oromia Police College Establishment

Ethiopia, like many other federalized countries, has both federal and regional security forces. According to article 52(2(g)) of the Federal Democratic Republic of Ethiopia's constitution, State governments have the power and functions of establishing and administering a state police force, as well as keeping public order and peace within the state. 

Article 52(2) of the same constitution states that regional states must ensure that educational training and experience requirements for any employment, title, or position are comparable to national norms. Moreover, Ethiopian higher education proclamation No. 1152/2019 recognizes regional state higher academic institutions. 

Based on this constitutional framework and the Ethiopian higher education proclamation, Oromia State established Oromia Police College, making it the state's only Police higher academy and one of Ethiopia's public higher educational institutions. The college was founded in 2010 G.C. by decree No. 129/2010 of the Council of Administration of Oromia National Regional State as a Police higher academic institution with the mission and functions of a country's higher academic institution. 

With 353,690 square kilometers of land area and the nation's largest population, Oromia is the country's economic and political centre, despite its indigenous governance and conflict resolution mechanisms, as well as a dependable culture of peace and coexistence. As a result, the State of Oromia formed the college to review security challenges, reform policing models and training, and in-depth scientific study in peace and security, as well as a scientific approach to justice provision.

Now, the college has one main campus in Adama City and three satellite campuses in Bulbula (Basic police training centre), Senkelle (Police TVET Institution), and Awash (Police military skill training centre). The college has about 574 human resources throughout its four campuses, with 401 of them being administrative personnel and the remaining being academic staff members. The academic team consists of 3 Associate and Assistant Professors, 7 PhD candidates, 47 lecturers (Master's Degree), and 116 Bachelor's Degree holders.
